Quirino is geographically
characterized as a landlocked and mountainous province. It lies at the
southeastern portion of Region 2, bounded by the province of Isabela in the
north, the province of Aurora in the East and the province of Nueva Vizcaya in
the South and Western part. Given the general physical characteristics of the
province, the major mode of transportation in coming in and out of the province
is thru land transportation.
Two national roads considered as
gateways of Quirino which connect the province to other provinces of the region
are the Cordon – Diffun – Maddela – Aurora Road and the Santiago – Baluarte –
Isabela/Quirino Boundary – Junction Mangandingay Roads. These roads are vital
in the development of the province since these lead to the region’s growth
centers and to the main trunkline leading to the National Capital Region. The road connecting the province to Aurora
leads to the Pacific Ocean where you find the thriving fishing industry.
Aside from the two main roads, five (5) other alternate
routes are open to traffic to include: Jct. Abbag-Nagtipunan-Nueva Vizcaya
Road; Jct. Victoria-Aglipay-Maddela-Kasibu Road; Jct.
Dalemdem-Pinaripad-Palacian by pass Maddela-Aurora Road; Echague-Jones-Maddela
Road; Panang-San Bernabe-Villa Norte Road; and Jct. Balligui-Dumabato Norte
Road.
These national roads provide access
to services such as health (Quirino Provincial Hospital in Cabarroguis &
District Hospitals in Diffun, Maddela), security (Philippine National Police
Provincial Headquarters at San Leonardo, Aglipay, Quirino), education (Quirino
State College in Diffun and Quirino Polytechnic College and Cagayan Valley
College of Quirino in Cabarroguis) and housing (Oriental Vista Village in
Gamis, Saguday, Quirino). Most of the
provincial offices namely: Philippine National Red Cross, Provincial Social
Welfare Development Office, Provincial Environment and Natural Resources
Office, Provincial Engineering Office and Economic Enterprise Office. National
offices as well are located along this road like National Food Authority,
Bureau of Internal Revenue, National Statistics Office, Department Of Labor and
Employment and Department of Public Works and Highways.
